The survey tested multiple parcel tax structures, including 17.5 cents per building square foot (approximately $14.3 million annually), 5.5 cents per square foot (approximately $4.5 million annually), and an alternative 10-cent rate. The survey also tested the feasibility of when to place a funding measure on the ballot, evaluating support among likely special election voters. All scenarios included independent citizens’ oversight, senior exemptions, prohibitions on use for administrator salaries, and requirements that all funds remain local. The research measured voter support before and after providing information about the measure, tested the impact of both supportive and critical statements, and identified the program priorities most likely to increase support, such as preserving science, technology, and math instruction; protecting arts and music programs; supporting reading and writing programs; and maintaining manageable class sizes. Based on these findings, TeamCivX will present its analysis and recommended next steps to the Board.

RationaleEducation Code (EC) and Title 5 Regulations (T5) provide local educational agencies (LEAs) with educator assignment options that can be used when an LEA is unable to assign a certificated employee with the appropriate credential. These options, known as Local Assignment Options (LAOs), allow flexibility at the local level and are used solely at the discretion of the LEA. LAOs require the teacher serving on the LAO to give their consent for the assignment and LAOs pertaining to teachers are for general education assignments only and cannot be used for special programs such as Special Education, Career Technical Education, or English Learner Assignments. For LAOs that require governing board authorizations, the placement should be approved by the governing board prior to the start of the assignment. This is because educators placed in classrooms without board approval have not begun serving based on the LAO, and are in fact misassigned. These educators will remain misassigned until the board approval is in place. Misassignments should be corrected within 30 Calendar days. As well, governing board approval is required annually. This is intended to guarantee transparency in assignments, as board agendas are public and accessible to parents and stakeholder groups. Each teacher on the attached list has met the requirement(s) for subject matter competence and possesses the required skills and preparation to teach the proposed assignment. Their flexibility to work outside of their credential authorization allows the district to staff middle schools appropriately as the number of students at a given site fluctuates each year changing the annual site-based credential requirements necessary to deliver appropriate services to students. Because the middle school master schedule needs to accommodate student needs and enrollment numbers, the need for occasional Ed Code waivers applies. This is a yearly approval process and most of the teachers listed have taught these subject matters for many years. Additional requests may be presented to the Board for approval at later dates to accommodate changes in scheduling, elective classes, or new hires who may need an Ed Code Waiver. The Deputy Superintendent is satisfied that each of the teachers on the attached list has adequate knowledge of each subject to be taught. EC 44256(b) expands the authorization for the holder of a Multiple Subject or a Standard Elementary Teaching Credential to teach in a departmentalized setting below grade 9. EC 44258.2 allows the holder of a Single Subject or Standard Secondary Teaching Credential to be assigned to teach classes in grades 5 through 8 in a middle school. EC 44831 allows the holder of a license issued by the Speech-Language Pathology and Audiology Board and has earned a master's degree in communication disorders to provide speech and language services. T5 80005(b) expands the authorization for the holder of a California teaching credential to teach subject matter classes that do not fall within or are not directly related to the broad subject areas listed on their documents. T5 80020.4 allows the holder of a California teaching credential based on a baccalaureate degree and a teacher preparation program, including student teaching or the equivalent, to serve as a school site, school district, and or county staff developer in grades twelve and below, including preschool, and in classes organized primarily for adults.

RationaleAs per Education Code 60119 (as revised by Chapter 900, Statutes of 2004) and CCR, Title 5, Section 9531(c), in order to be eligible to receive instructional materials funds, the governing board of each district and county office of education is required to hold an annual public hearing to adopt a resolution stating whether each pupil in the district has sufficient textbooks or instructional materials in specified subjects consistent with the content and cycles of curriculum frameworks adopted by the state board. “Sufficient textbooks or instructional materials” means each pupil; including English language learners has a standards-aligned textbook or instructional materials, or both, to use in class and to take home, which have been adopted by the State Board of Education, in the core curriculum areas of reading/language arts, mathematics, science and history-social studies; foreign language and health; and science laboratory equipment for grades 9 to 12 inclusive, as appropriate, must be available. As per Education Code 60119, the Redwood City School District certifies that there are sufficient textbooks or instructional materials for each pupil in the district in each core subject consistent with the content and cycles of the curriculum framework adopted by the State Board of Education.

RationaleAccording to the CTC, the Provisional Internship Permit (PIP) was created in response to the phasing out of emergency permits and became effective on July 1, 2005. It allows an employing agency to fill an immediate staffing need by hiring an individual who has not yet met the subject matter competence requirement needed to enter an intern program. Prior to requesting a PIP, the employing agency must verify that a diligent search has been made, and a fully-credentialed teacher cannot be found. The PIP is available in the areas of Multiple Subject, Single Subject, and Education Specialist. Individuals who were issued four or fewer Long-Term Emergency Permits may be issued the PIP as long as the employer requirements have been met. Individuals who were issued five Long-Term Emergency Permits do not qualify for the PIP. The PIP will be issued for one year. Third Grade Teacher - North Star Academy We are requesting a Provisional Internship Permit for Amaya Knight, a third grade teacher for North Star Academy. Ms. Knight has a Bachelor of Arts degree in History and is planning on applying to programs to obtain her California teaching credential (Multiple Subject). Sixth-Eighth Grade Art Teacher - Kennedy Middle School We are requesting a Provisional Internship Permit for Kristin McGee-Morley, an Art teacher for Kennedy Middle School. Ms. McGee-Morley has a Bachelor of Arts degree in History and is planning on applying to programs to obtain her California teaching credential (Single Subject: Art).

SummaryThis agenda item serves to inform the Board and the public of the District’s compliance with the Williams legislation. The legislation was enacted to promote equity in education by requiring that all students have access to essential academic materials, safe facilities, and qualified teachers. The District remains committed to addressing any related complaints in a timely and consistent manner using the established UCP framework. On a quarterly basis, the Superintendent or designee shall report to the Board at a regularly scheduled Board meeting and to the County Superintendent of Schools, summarized data on the nature and resolution of all complaints. The report shall include the number of complaints by general subject area, with the number of resolved and unresolved complaints. As per AB 831, on October 12, 2005, the Redwood City School Board approved the revisions to Board Policy 1312.5, Williams Uniform Complaint Procedures Notice to Parents/Guardians: Complaint Rights. Submission of Quarterly Reports on Williams Uniform Complaints was required beginning in April 2005.
