Rationale: Due to the reduction or discontinuance of particular kinds of service pursuant to Education Code Section 45114, 45115, 45117, 45298, and 45308 the School Board resolves that the legal number of classified district employees as stated in Resolution No. 22 (attached), not be reemployed for the 2025-2026 school year. On December 11, 2024, the Governing Board of the Redwood City School District adopted Resolution No. 11: 2024-2025 to decrease classified staff due to a reduction or elimination of particular kinds of services (PKS) due to lack of work or lack of funds. On February 26, 2025, the Governing Board of the District adopted Resolution No. 18: 2024-2025 to decrease additional classified staff due to a reduction or elimination of particular kinds of services. The total FTE of both PKS resolutions is 26.3968 FTE. Between March 15, 2025, and May 5, 2025, 7.73 FTE was moved to negotiation with CSEA for a reduction in hours in lieu of layoff. As a result, the recommendation is to approve the final PKS reduction of 18.6668 FTE as outlined in Exhibit A. Based on seniority, the District was able to place some of the classified staff who received a Notice of Layoff into other vacant positions and/or they were able to exercise their bumping rights into another position. A notice of non-reemployment was given to the employees affected by the above resolutions on or before March 15, 2025. One affected employee requested a hearing under Ed. Code 45117, however, withdrew their request prior to the hearing date. Financial Impact: Reduction to General and Categorical funds to be determined. Rationale: Due to the reduction or discontinuance of particular kinds of service pursuant to Education Code Section 44949 & 44955, the School Board resolves that the legal number of certificated district employees as stated in the Final Layoff Board Resolution No. 23 (attached) not be reemployed for the 2025-2026 school year. On December 11, 2024, the Governing Board of the Redwood City School District adopted Resolution No. 12: 2024-2025 to decrease certificated staff due to a reduction or elimination in particular kinds of services (PKS). On February 26, 2025, the Governing Board of the Redwood City School District adopted Resolution No. 17: 2024-2025 to decrease additional certificated staff due to a reduction or elimination of particular kinds of services. The total FTE of both PKS resolutions is 34.0104 FTE. Between March 15, 2025, and May 5, 2025, 3.25 FTE was reinstated due to additional secured funding sources. As a result, this recommendation is to approve the final PKS reduction of 30.7604 FTE as outlined in Exhibit B. A notice of non-reemployment was given to the employees affected by the above resolutions on or before March 15, 2025. Two of the affected employees requested a hearing under Ed. Code 44949 & 44955. One employee withdrew their request prior to the hearing date. The second employee attended a hearing with an administrative law judge who heard the matter on April 28, 2025. On April 30, 2025, the administrative law judge issued a proposed decision, which is attached as Exhibit A. It is the Administration’s recommendation that the School Board adopt the proposed decision of the administrative law judge as outlined in Resolution No. 23.
