Rationale: The Community Care and Enrichment Program creates the opportunity for children to try new activities, discover hidden talents, and build new friendships through in-person and small group project-based learning at the PAL Community Center and Hoover Community School. Youth will engage in academic tutoring, creative arts, theatre, afro-latin drumming, music, digital literacy, and fitness skills to improve cognitive and socio-emotional development, which in turn improves student success in and out of the classroom. Rationale: The Redwood City School District (RCSD) would like to welcome back parent volunteers in a systematic process to ensure health and safety for our students. Over many years, volunteers have provided assistance to our school programs and our collective efforts to educate our students in academic, social and emotional opportunities. School campuses and Human Resources already have an established and thorough process to ensure safety and communicate expectations to our volunteers. We will now be adding the COVID Vaccination or testing requirement. This will be similar to the requirement of TB Testing already in existence. Since the COVID Pandemic began, volunteers have not been able to provide assistance on our school campuses. With student vaccinations for 5-11 year olds on the horizon, RCSD would like to welcome back community members via a phased in approach. The following chart will be advertised on our website and communicated to families and staff to communicate the phased in approach for volunteers to our school sites and buildings. Parent volunteers will be asked to complete our volunteer packet or update their information including their vaccination card if applicable. Services provided under this contract are not intended to replace those that would be provided by a full-time certificated Library Media Teacher employed by the School District. Virtual Professional Development: Provide regular, ongoing, training sessions for the District's library staff, and registration fee for one attendee per contracted site for two partial-day opportunities. The master contract (attached as Exhibit A), which covers the period July 1, 2021 through June 30, 2022. The attached contracts were received from the SELPA on or before July 1, 2021. 14.1Approval of School Plan for Student Achievement (SPSAs)Action

Rationale: State accountability initiatives require districts to write a three-year Local Control and Accountability Plan (LCAP) that is developed with stakeholders to establish goals, actions and services for the students in their district. Aligned with the LCAP goals, each school site writes School Plans for Student Achievement (SPSA) that operationalize how each goal is met and correlated actions and services are funded at each site. Redwood City School District (RCSD) 2021-24 LCAP goals are: 1. By June of 2024, every student in the RCSD will receive high quality, grade level instruction and appropriate social-emotional supports designed to meet their needs in an inclusive and supportive environment through the implementation of the Multi-Tiered Systems of Support (MTSS) framework. 2. By June of 2024, each English Learner (EL) student will progress by a minimum of one level on the ELPAC each school year, with every EL student meeting the criteria for reclassification within 5 years of enrollment in the RCSD. 3. By June of 2024, each RCSD student will make at least one year's growth in ELA and Math, for each year of enrollment in the RCSD. Students currently scoring more than 1 year below grade level in ELA and/or Math will make 1.5 years of growth each year in order to accelerate progress and close the opportunity gap. Components of the SPSA: There are some basic requirements of each site that has been designated as a Schoolwide Program for Title I funding: information on the academic achievement of students a description of the strategies designed to: provide opportunities for all students, including meeting state standards strengthening the academic program address the needs of all students, particularly those at risk of not meeting state standards For all district sites, the SPSA is used as the tool for schoolwide planning, with input and approval from the School Site Council (SSC). Rationale: SWING Education provides Redwood City School District with access to their SwingSub Platform for the purposes of filling substitute teacher vacancies when a district substitute teacher is not available. In recent years the District has experienced a severe shortage of credentialed substitute teachers forcing the Human Resources department to look for alternate ways to fill substitute teacher requests. SWING Education provides RCSD with access to a pool of privately employed substitute teachers who are available to work. Rationale: Education Code Sections 41001 and 41002 generally provide that all money received by or apportioned to a school district shall be paid into the county treasury “to be placed to the credit of the proper fund of the district”. Pursuant to California Education Code Section 41015, the District may invest all or part of funds deposited in a Special Reserve Fund or any surplus monies not required for the immediate necessities of the District in any of the investments specified in California Government Code Sections 16430 or 53601. Historically, districts in San Mateo County have been depositing all of their funds to the county treasury. The County Treasurer has made investment decisions for the school districts, which is not a unique practice statewide. School district funds on deposit with the county treasury, along with funds deposited by other agencies, are placed in a County “investment pool”, and profits and losses realized from these invested funds are shared among the pool participants in proportion to the amount invested.
