Quick Summary / AbstractPresentation on Community Schools and Partnership Department Model and Implementation in Redwood City School District (RCSD).
RationaleThe Community School team will present to the School Board and Superintendent Baker an overview of how RCSD's Community School model is strengthening partnerships among families, students, staff, and community members through a long-term, relationship-based approach grounded in trust and shared responsibility. Guided by the four pillars, the model aligns closely with RCSD’s vision, systems, and plans, such as Multi-Tiered System of Supports (MTSS), Local Control and Accountability Plan (LCAP), and the Theory of Action. Through collaboration with partners, including Stanford John W. Gardner Center, expanded learning, and various other community organizations, schools are deepening whole-child supports and expanding opportunities for engagement and enrichment. This integrated approach advances district-wide coherence, equity, and student success by aligning academic, wellness, and family engagement efforts under one cohesive vision.

Item details
Quick Summary / AbstractThe Facilities Department is proposing the Annual Tree Health Care and Risk Management proposal with Davey Tree, which will address tree safety and maintenance needs across District sites through pruning and fertilization to reduce hazards, protect property, and promote long-term tree health.
RecommendationIt is the Administration's recommendation that the School Board approve the proposals for Annual Tree Health Care and Risk Management for the period of July 1, 2025—June 30, 2026.
RationaleThe Facilities Department is requesting Board approval for the Annual Tree Health Care and Risk Management Program to ensure the continued safety and well-being of students, staff, parents, and community members, while preserving the District’s natural and aesthetic environment. Trees are a valuable District asset that contribute to the environmental health, shade, and overall appearance of our campuses. However, aging trees and those showing signs of structural decline can pose significant safety risks if not properly maintained. Through proactive management, the District can reduce the potential for property damage, injury, and liability exposure while maintaining compliance with safety standards and best practices for public agencies. Following an assessment of the District sites, several trees were identified as having structural weaknesses and potential safety hazards. The proposed work will include targeted pruning to remove hazardous limbs and root fertilization treatments to strengthen tree health and stability. These preventive measures will extend the life of the District’s trees, mitigate future emergency costs, and support a sustainable and cost-effective approach to landscape management. Services are scheduled to be performed at the following sites: Adelante Selby, Clifford, Creative Learning Center (815 Allerton), Fair Oaks, Garfield, Harper Academy (3150 Granger), Henry Ford, Hoover, Kennedy, McKinley, Orion, Roosevelt, Roy Cloud, Taft, and 909 Roosevelt Avenue.
Financial ImpactThe total cost of these services is $74,178.00, and it will be funded by the Facilities/Maintenance budget.

The new compactor will provide a more dependable and cost-effective solution, supporting the District’s goal of maintaining safe, clean, and functional facilities while achieving long-term operational savings.
Financial ImpactThe total cost of the trash compactor is $67,190 and will be funded through the Facilities/Maintenance budget. American Trash will require 50% prepayment prior to processing the order.

Item details
Quick Summary / AbstractThe San Joaquin County Office of Education (SJCOE) will provide Medi-Cal LEA Billing Option Program support services to assist the district with claiming federal reimbursement for eligible health-related services provided to students. RecommendationIt is the Administration's recommendation that the School Board approve the agreement with the San Joaquin County office of Education for Medi-Cal Billing Option Program services for the 2025-2026 school year.
RationaleThe agreement with the San Joaquin County Office of Education (SJCOE) ensures the district remains compliant with current Medi-Cal LEA Billing Option Program requirements, as well as the California Department of Health Care Services (DHCS) and Centers for Medicare and Medicaid Services (CMS) guidelines. SJCOE will provide essential training, technical assistance, and claims processing support to district staff. Specifically, SJCOE will: Provide training and forms required for staff to prepare and submit claims for interim reimbursement. Maintain up-to-date knowledge of applicable billing procedures, rules, and laws, including those related to the Medi-Cal LEA Billing Option, CYBHI Multi-Payer Fee Schedule, and School-Based Medi-Cal Administrative Activities. Establish and maintain procedures for the timely preparation and submission of claims to the DHCS Fiscal intermediary/Third-Party Administrator. Provide monthly management and claim reports as support for reimbursement submissions. Offer technical assistance and program support, including virtual or on-site training. Serve as liaison between the district and DHCS during audits, assisting with documentation and audit responses. Partnering with SJCOE allows the district to efficiently manage its Medi-Cal claims process, ensuring accuracy, compliance, and maximized reimbursement for eligible services.
